Approved a batch of dependency bumps across repos (circleci-tools/circleci-cli #1093–#1096, irasutoya-tools/irasutoya #562, irasutoya-tools/irasutoya-cli #665, bitflyer-tools/bitflyer #701, bitflyer-tools/bitflyer-cli #201), cleaned Dependabot branches (bigdecimal, io-console, console, protocol-http) and pushed to master in a few repos; deariary/frontend open issues fell by 3 and followers were +2 (3,695), following -1 (11,031).

consolidated vitest bump (9/19)

Merged chore(deps-dev): bump vitest and @vitest/coverage-v8 from 4.1.11 to 5.0.0 in deariary/github-weekly-reporter (PR https://github.com/deariary/github-weekly-reporter/pull/160), consolidating Dependabot PRs #158 and #159 because @vitest/coverage-v8 pinned peer vitest@"4.1.11", which avoided a peer dependency mismatch; repo open issues dropped by 2 and followers moved to 3,697.
