Play Store SDK bump, Ruby drop, and Vitest major bump (9/12)

Raised Norimaki's target SDK to 36 so Google Play would accept uploads (PR #470 merged; had error "403 Forbidden — "Target SDK of artifact is too low: 1948.""), dropped Ruby 3.2 support in irasutoya (PR #557) to avoid Dependabot resolution issues, and opened/merged a dev-deps bump to vitest 5.0.0 in deariary/frontend (PR #680).
