Pinned Kotlin 2.4 and unblocked Dependabot (6/6)

Dependabot bumped kotlin-stdlib/kotlin-reflect to 2.4.0 but AGP shipped the Kotlin compiler 2.2.0 (can only read up to 2.3.0), so I explicitly applied the Kotlin Android plugin 2.4.0 in two apps and merged Norimaki PR #437 and DroidFlyer PR #521. I also added an ignore rule for semver-major parallel (>=2.0 requires Ruby >=3.3) across four repos to unblock the bots and merged irasutoya-cli PR #640; followers 3613 (−3), following 10725 (+9).
